Child Care Choice Tuition Assistance – (Voucher Approval on Temporary Hold, Waitlist in Place) |
In order to be eligible to receive short-term child care tuition assistance through the Child Care Choice Program, you must reside in Snohomish County; have an income which falls at or below 60% Snohomish County Area Median Income (AMI); and/or be unemployed, participating in employment, job seeking, and/or job training activities; and/or be enrolled in any of the following assistance programs:

Determining Eligibility for Child Care Choice Tuition Assistance |
1. Complete an Intake
Complete a program intake with a Child Care Choice Navigator where you will report household information, demographics, and details about your individual situation to determine eligibility.
2. Locating Child Care
Navigators will send you a list of licensed child care providers in your area and accompany you on tours until you find a suitable child care that meets your family’s needs.
3. Issuing Vouchers
Once you find a suitable child care, Child Care Choice Navigators will issue tuition vouchers on your behalf with your child care program.
4. Monthly Check-In
Child Care Choice Navigators will check-in at least once a month (or more if needed) to confirm job-seeking, and check-in on situation changes (i.e. changes in budgeting, food assistance, utilities, etc.), and to confirm that the chosen child care is a good fit.
5. Exit Survey
You will complete an exit survey 30 days and 3 months after finishing the program to help determine if the Child Care Choice Program was helpful to you as you achieved your employment and financial goals.

Prior to joining the Opportunity Council team, I spent over two decades in the early childhood education field in various roles, including center director. Over the course of my career in the early learning field, I found so much joy partnering with so many wonderful families. I am thrilled at this opportunity to continue to meet and help support families in our community. This role is the definition of rewarding work, and I’m grateful to be here! I have lived in Snohomish County my entire life and currently live in Lake Stevens with my husband, two young daughters, and feisty cat.

Chelsey’s passion for working with youth and in child care settings was sparked by her lived experience as an at-risk youth struggling with mental health and substance-use. After becoming a teen mom, Chelsey began her own wellness journey – which is what sparked her desire to help other young children persevere, overcome, and grow from life’s obstacles. Chelsey holds her Associate’s degree in Social and Human Services, and has worked in a variety of residential and community health settings as a Youth Counselor, Case Manager, and Caregiver. Outside of work, Chelsey is a mother to two daughters who inspire her each day and enjoys spending time in nature, rock hounding and collecting, cooking, and spending time with her Fiancé, extended family and two cats.
